If you spill an acid, you must use a base currency in order to neutralize them.

Conversely, if a foundation is poured.

For example, if you spill of hydrochloric acid, you could probably use ammonia or sodium hydroxide.

Alfie is a kind of law on the use of acids and bases neutralize each other. But if they have spread a strong acid and trying to neutralize a strong base to generate a large amount of heat (maybe even enough for an explosion or fire) - think the addition of sodium in the water.

For acids and bases tend to use lots of water to dilute the spill to neutralize it with a weak acid or base.

For other chemicals that can rely on:
Activated charcoal is very good for the absorption of toxic substances, so that the spread to make it standard practice to toxins and radioactive liquids. The cat litter can also be used for that.
Biological Spills are best cleaned with a detergent.
Other chemicals have their own methods of cleaning. Mercury can be cleaned for example with zinc or sulfur: mercury reacts with these chemicals, either form of zinc / mercury amalgam (fillings and metal) or mercury sulfide (also known as cinnabar).
